Anyang-si has teamed up with Talaat Moustafa Group (TMG), Egypt’s leading real estate development firm, and the Smart City Association to support the development of Noor Smart City, a flagship project aimed at creating a sustainable, tech-driven urban center in Egypt.
Located near Egypt’s New Administrative Capital, Noor Smart City is the country’s first large-scale green city initiative. It integrates advanced technologies with eco-friendly practices and is designed to accommodate around 600,000 residents. Noor is envisioned as a modern, environmentally-conscious hub, showcasing the future of smart living to the country and the world.
During a ceremony held at the Smart City Integrated Center in Anyang on September 26, an official memorandum of understanding (MoU) was signed by Choi Dae-ho, Mayor of Anyang, Mohamed Hisham, CEO of TMG, Mohamed Salah, Vice President of TMG, and Hwang Gwi-hyun, Executive Director of the Smart City Association. Egyptian Ambassador to South Korea, Khaled Abdel Rahman, also attended, underscoring the importance of this collaboration.
Ambassador Rahman stressed the significance of the Egyptian government’s support of the private sector involvement in national development, particularly in key sectors such as smart cities, clean energy, digitization, and artificial intelligence (AI).

The MoU establishes a framework for the Smart City Integrated Center to apply its expertise and advanced technologies to Noor Smart City. Anyang-si, TMG, and the Smart City Association will collaborate to identify companies and professionals capable of implementing smart services, with a committee formed to ensure smooth cooperation.
CEO Mohamed Hisham noted that the collaboration with Anyang-si will be a key to the success of Noor Smart City.
Mayor Choi Dae-ho shared his enthusiasm, stating, “This partnership is an opportunity for Anyang to solidify its position as a globally-recognized smart city and a gateway for local Korean companies to expand into international markets. We will proactively participate in this cooperation for the success of Noor Smart City.”
The collaboration originated from a visit by TMG to the Smart City Integrated Center in July 2023, where they expressed interest in adopting Anyang’s smart city model. After several discussions, the agreement was finalized, marking a new phase of cooperation between the two parties.
